A crime can turn into an escalating chase, a car can become a weapon platform or a hacking target, and a perk point can now define how a build behaves instead of adding another small percentage bonus. The useful way to read the update is as a connected systems redesign: the city reacts more visibly, vehicles give builds another combat surface, and progression asks you to commit to a playstyle.
That framing also keeps the history straight. This article covers the free base-game update that launched on September 21, 2023. Phantom Liberty-specific features arrived separately, and later updates added bike leaning, CrystalCoat wanted-level interactions, and AutoDrive improvements. Those boundaries matter when a current Cyberpunk 2077 feature is casually attributed to “2.0.”
What Update 2.0 Actually Included Before Phantom Liberty
That release boundary sets the scope: “Update 2.0” here means the free systems overhaul available without buying the expansion, not the combined launch-era feature set.
That distinction matters most for progression. The Phantom Liberty Relic skill tree belongs to the expansion, while the police redesign and the base-game perk overhaul belong to the free update. Their close release dates make them easy to blend together in hindsight, but a returning player should not use the Relic tree as evidence for what Update 2.0 itself changed.
The title also needs a measured reading of “biggest.” The official material establishes extensive overhauls to police, vehicle combat, and perks, but it does not compare every game system or provide a ranking that proves these were Cyberpunk 2077’s three largest changes. The defensible claim is narrower: these are the three requested systems where the evidence shows a major shift in how the game responds to crime, gives vehicles a combat role, and turns progression choices into build decisions.
Update 2.0 was broader than those three headline systems, too. Tier scaling and crafting and upgrading were reworked, including the Tier 1–5++ structure and a move to one component type. Those changes help explain why an old save can feel different across gear and progression, but they are context for the three overhauls here rather than a fourth subject. Read together, the changes form a connected systems redesign: the city’s response, the tools available during a pursuit, and the choices that shape V all meet between missions.
With that scope fixed, the next useful question is how the promised world reactivity appears during an ordinary crime: what happens when NCPD starts chasing V?
Police Heat Turns Crimes Into Escalating Pursuits
The police overhaul gives a crime a readable consequence beyond the immediate firefight: it can create Heat and put NCPD on V’s trail. After a crime, officers can pursue V on foot or in vehicles, with the pursuit units and their behavior depending on the wanted level. That makes police part of the space between an encounter and the next objective, rather than scenery that only appears when a mission calls for it.
The system also makes NCPD’s presence more visible before and during a chase. Patrols move through the world, officers responding to a crime scene can join the pursuit, and radio chatter makes the response audible. NCPD officers can be quickhacked as well, so the police response is an active gameplay layer even though the documented evidence does not establish that every officer or encounter behaves identically.
Heat is an escalating prevention state with a maximum of five stars. As the wanted level rises, the response can add roadblocks and car chases; at the top end, MaxTac can arrive by AV for a much more dangerous confrontation. The important limit is that this is a pressure system, not a promise of a cinematic chase every time you commit a crime: the sources document possible responses tied to Heat, not a fixed sequence or encounter frequency.
In practice, the crime-to-escape loop is conditional: a crime can create Heat, NCPD can begin a foot or vehicle pursuit, and higher wanted levels can bring roadblocks or eventually MaxTac pressure. V may lose the police by fleeing and breaking sight, so the immediate objective is to create distance and stay out of view rather than treating every wanted encounter as a fight that must be won. With that possible outcome in mind, the next question is what V can do from a moving vehicle when escape becomes a running battle.
Vehicle Combat Makes Driving a Build-Dependent Toolkit
That running battle is no longer only about reaching a line-of-sight break. Update 2.0 makes the vehicle an active combat surface, but it does not turn every car into a weapons platform. While driving, V can use pistols and submachine guns, use health items, attack from a motorcycle, and access mounted weapons or vehicle hacking when the vehicle and build support them.
The four practical routes are different enough to treat as separate choices:

A returning player should therefore match the vehicle to the intended approach instead of assuming that a favorite weapon or build transfers unchanged into every chase.
The cars themselves also behave differently under pressure. Speed-sensitive steering changes turn speed and radius with vehicle speed; torque curves, stronger braking for slower vehicles, and better responses to rough terrain and impacts change how a driver holds a line or escapes a pursuit. Traffic became more reactive too: NPC vehicles can change lanes around obstacles, pedestrians and drivers better avoid moving vehicles, and traffic braking, acceleration, and suspension were improved. Density varies by time, and quest traffic in an occupied lane is no longer simply disabled. AI-driven or randomized faction chases can occur as well, so driving is not just a menu of weapons attached to a static road.
The practical implication is situational rather than absolute. Use a motorcycle when melee or tire attacks fit the pursuit, a qualifying CrystalDome vehicle when its protection or mounted weapon matters, and vehicle hacking only when the character and perks support it. From the documented firing positions—the back of a motorcycle, a car windshield, or a side window—pistols or SMGs are another route, with handling, durability, and responsive traffic shaping whether that choice is useful. With the vehicle loop established, the remaining build-defining overhaul is progression—and the choices that determine how V plays on foot.
Perks Trade Small Bonuses for Fewer, More Consequential Choices
The progression side of the overhaul follows the same pattern as the police and vehicle systems: fewer background modifiers, more decisions that change what V actually does. Update 2.0 reduced the number of perks and made them more impactful, replacing the feel of collecting many low-percentage bonuses with choices intended to shape combat, stealth, or hacking behavior. “More impactful” is a design description rather than a measured balance result; the named examples below show how the intended shift appears in combat, stealth, and hacking choices.
The skill structure was consolidated into Headhunter, Netrunner, Shinobi, Solo, and Engineer. Those skills gain passive buffs every five levels and can reach level 60, and they are not restricted by the level of the corresponding attribute. That makes skill growth more connected to how you play, while still leaving meaningful build boundaries in the perk trees and attribute-linked abilities. The overhaul therefore widened experimentation without turning every character into the same generalist.
The clearest way to see the intended shift is to compare three build decisions. A netrunner can invest toward Overclock, which lets V spend Health when RAM is insufficient, and a perk that queues multiple quickhacks on one enemy; Update 2.0 also rebalanced RAM costs, damage, upload times, and some quickhack effects, so these examples sit inside a broader resource-and-timing overhaul. That route changes the resource tradeoff and the order in which a target is attacked. A Tech weapon build can pursue Bolt shots, choosing a perk path built around a different weapon behavior rather than another small damage increase. A Body build can pursue Adrenaline Rush, committing to the health-and-adrenaline side of combat. These examples do not prescribe complete builds; they show the intended design shift through actions, resource use, and combat rhythm.
Update 2.0 made perk experimentation easier, but it did not make attributes infinitely reversible. Existing saves received refunded perk points and one attribute reset. You can refund individual perks for free and redistribute perk points outside combat; the previous all-perks-at-once reset was removed. Use those reversible perk refunds to test a branch, then spend the one-time attribute reset deliberately when your broader playstyle needs to change.
Cyberware reinforces the same commitment in a compact way: armor moved mostly from clothing to implants, so Cyberware Capacity now limits the implants a build can carry; attribute attunement and ripperdoc upgrades make that capacity part of the build plan. Edgerunner is the exception, letting V exceed the limit at a health cost. Cyberware stays context here rather than becoming a loadout guide: perk direction, attribute investment, and implant capacity now meet in the same character plan.
For a returning player, the useful reset is conceptual as much as mechanical. Start with the behavior you want—queued quickhacks and Overclock, Bolt shots, or Adrenaline Rush—then let the relevant skill, attribute, perk, and cyberware choices support it. Update 2.0’s perk overhaul makes that commitment visible while preserving enough free perk experimentation to refine it. With the launch systems defined, the remaining question is which improvements belong to the original 2.0 baseline and which arrived later.
Later Patches Expanded the Systems Beyond the 2.0 Launch
The launch baseline ends with the Heat loop, vehicle combat and handling changes, and perk redesign described above. Update 2.1 added bike leaning, throwable weapons on bikes, replayable races, and some gang or gig pursuits. It also continued balance changes to perks and cyberware. Those additions expanded the ways a motorcycle and a build could be used, but they belong to 2.1 rather than to the original 2.0 vehicle-combat or progression overhaul.
Update 2.2 added broader CrystalCoat compatibility and the Twintone vehicle-customization feature. The important version boundary is its police interaction: CrystalCoat can fool cops and lower the NCPD wanted level. That is a later way for a vehicle to affect police pressure, not part of the 2.0 Heat system’s documented crime, pursuit, escalation, and escape loop.
Patch 2.31 then refined driving through AutoDrive. It improved overtaking when traffic blocks the selected route, made the system avoid stopping at traffic lights, and made navigation more reliable in Free Roam while following traffic rules. These are 2.31 traffic and navigation improvements, separate from the 2.0 handling and traffic changes that made vehicles respond better to steering, braking, impacts, and surrounding traffic.
For a returning player, the practical check is therefore: treat bike leaning and replayable races as 2.1, CrystalCoat’s wanted-level interaction as 2.2, and AutoDrive overtaking and traffic-light behavior as 2.31. Use the free Update 2.0 as the baseline for the police, vehicle-combat, and perk systems, then label those later features by their own patch instead of attributing the combined modern experience to the original overhaul.
